14 Ministries Face Scrutiny for Missing Development Project Targets
PUTRAJAYA, Jan 15 — Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar has identified 14 ministries that failed to meet their targets in implementing physical development projects allocated last year. According to Shamsul Azri, expenditure on these projects by the concerned ministries reached only 87.91 per cent, falling below the national average and necessitating immediate attention. In a statement following his 2026 New Year Message, Shamsul Azri announced that he will summon the secretaries-general of the affected ministries, with potential implications for their performance assessments. He emphasized that delays in people-oriented projects—such as road repairs and the construction of schools, clinics, and hospitals—have contributed to the subpar achievement rate. "When allocations are provided but not fully utilised, it results in losses. These funds should have been used for other priority needs," he stated. Earlier in his address, Shamsul Azri reported that as of December 22, a total of 9,578 development projects had been implemented nationwide, involving an allocation of RM83.06 billion and actual expenditure of RM81.67 billion. This resulted in a national average expenditure performance of 98.33 per cent for development projects, highlighting the significant gap between the underperforming ministries and the overall success. The government's Demerit Performance Evaluation System (DEEP), which assesses civil servant performance and imposes demerits for unmet objectives, will likely play a role in addressing these shortcomings. This development underscores ongoing efforts to enhance accountability and efficiency in public sector project management.
